Culture heals us

The appeal to Italian Minister of Cultural Heritage and Activities and Tourism Minister, Dario Franceschini, signed by numerous organizations in the cultural sector, for the opening of an inter-ministerial table in which discuss aid to cultural and creative enterprises in this emergency phase and the future of the sector.

"We must all be on the same side" Minister Franceschini asked the world of culture and in response to the many appeals he has received in recent days, because if in an emergency like the one we are experiencing, the country is divided, the risks become much greater.


We are ready to do our part and, making his appeal our own, we join together to make a contribution to the social cohesion that is badly needed and which must be built step by step.

We ask Minister Franceschini to open as soon as possible a permanent inter-ministerial table together with the Ministers of Labor, Economic Development and the Economy in which to discuss both aid to address the emergency phase we are experiencing today as enterprises of culture and creativity, and to outline a new future when places of culture can safely reopen as virtuous examples of the management of public spaces in an era of pandemic.

 

Culture is not only safe but culture heals us.

Theaters, cinemas, concert halls, live clubs, museums and parks, libraries, festivals and the world of congresses, conferences and events and all the places and occasions open to the public where culture is produced, exchanged and is lives have received another setback from which they may not recover. All because they are forcibly closed or because they are open but, in any case, strongly conditioned and limited in accessibility and permitted activities. A single sector, a large and articulated supply chain, which involves hundreds of thousands of workers, companies and organizations and which is worth several points of GDP, but which, with the same numbers, has a social and cultural impact like no other.

Culture requires centrality in supporting work and innovation for the role it plays. We are talking about refreshments, compensation and aid, which must always be agreed with the various associations, without forgetting any Ateco code and without distinction between primary and secondary codes. We also need to think today about how to reopen tomorrow, in complete safety, to avoid being unprepared and to avoid leaving more rubble behind us. Above all, the positive impact on the territories of places distributed throughout the peninsula, in city centers, in the suburbs or in small villages, vehicles for cultural and tourist promotion, multifunctional and community spaces with a role of "soft safety ", Border to illegal or disintegration, lever of sustainable development.

It is necessary to affect the different dimensions, from refreshments to work, from innovation to sustainability:

  • Refreshment for all affected categories without leaving anyone behind, even the less visible, and accessible for all in a simplified and immediate way and worker protection in different types;

  • Adequate tax and social security benefits because culture, art and entertainment must be considered primary assets that cannot be done without because they are able to heal and alleviate the wounds of this period and to regenerate cities and territories tomorrow;

  • Funds for creativity and innovation so that workers and organizations are directly protagonists of a process of requalification, strengthening and renewal involving organizations, skills, productions, promotions and spaces and, moreover, it is necessary to start using the Fund for Culture established with the Relaunch Decree;
  • Cultural and creative enterprises are all recognized and their production chain supported as a unicum, which combines education, training, cultural heritage, art and entertainment and creativity, a strategic asset in the next programming of the NextGenerationEu.

Programming on public radio and television networks of cultural events is needed - as announced by Minister Franceschini - but above all a positive communication is needed on the public, social and educational usefulness of live use of art and entertainment, to safeguard - and encourage with adequate actions of support to demand - future participation then

Culture comes together, not a "me" but an us, to imagine a new future. Only in this way will the pandemic really have taught us something. And the after will not just go back to the first.

Theaters, cinemas, concert halls, live clubs, museums and exhibition spaces, libraries and all cultural centers are open laboratories of a new Italian Renaissance.
